Communiqué of Council of ministers meeting
President of the Republic, Commander-in-Chief of the Armed Forces, Minister of the National Defence, Mr. Abdelmadjid Tebboune, chaired on Sunday a meeting of the Council of ministers devoted to bills and communications on several sectors, said a communiqué of the Council of ministers.
“The President of the Republic, Mr. Abdelmadjid Tebboune, Commander-in-Chief of the Armed Forces, Minister of National Defense, is currently chairing a Council of Ministers meeting devoted to a bill on budget settlement for fiscal year 2022, two bills relating to the Education and Health sectors, and presentations concerning, among others, the creation of new administrative districts and partnerships within the framework of the hydrocarbon law.
Following the presentation made by the Prime Minister on Government activity over the past two weeks, followed by another presentation on the progress of global digitization presented by the Minister, High Commissioner for Digitization, as well as addresses made by Ministers on bills and presentations, the President of the Republic gave the following orders, instructions, and guidelines:
Concerning the law on the sector of national education:
Following the presentation made by the Minister of the sector on the content of the law:
- The Council of Ministers approved the special status of national education sector employees.
- The President of the Republic congratulated the educational community on the completion of this long-awaited law, in accordance with his commitment to preserve the scientific and social prestige of this community, being considered the soul of society and the first safety valve for the nation's future.
- The President of the Republic also welcomed the understanding and responsibility that prevailed between the two stakeholders in developing the special status, hoping to see teachers and professors benefit from the expected attention through this status.
- The President of the Republic instructed the Government to adopt additional measures concerning teachers' retirement, taking into account the specificity of this noble profession and the difficulties related to its practice, these measures to be detailed through an executive decree.
Concerning the law on the sector of Health:
Following the presentation made by the Minister of sector on the content of the law:
- The Council of Ministers approved the special status of medical and paramedical personnel, which includes specialist doctors, general practitioners, dental surgeons, pharmacists, paramedics, midwives, anesthetists, biologists, psychologists, paramedical teaching professors, and physiologists.
- The President of the Republic congratulated the personnel of this strategic and vital sector of the nation on completing the final verison of the law, hoping that it will contribute to a better understanding and handling of the concerns of men and women in the sector, and to improving their performance.
- The President also welcomed the high degree of responsibility that prevailed among all parties to reach this final draft of the law.
Concerning the creation the new administrative districts:
The Council of ministers approved the proposal of promoting to the rank of administrative district run by a delegate governor of the following sub-prefectures:
- The sub-prefecture of El Kantara, province of Biskra
- The sub-prefecture of Bir El Ater, province of Tebessa
- The commune of El Aricha, province of Tlemcen
- The sub-prefecture of Ksar El Boukhari, province of Medea
The President of the Republic's decision falls within the framework of his ongoing efforts to generalize the pace of development according to the principle of equity in addressing citizens' concerns, taking into account the geographical, social, and economic specificities of these regions, to be established as administrative districts.
Concerning the presentation on partnerships as part the law on hydrocarbons:
- The President of the Republic ordered the Government to continue developing the national energy system in the best interests of the country.
- The President emphasized the importance of investing in clean energy, its export, and the allocation of its revenues to national development.
The Council of Ministers concluded its meeting by approving the bill on budget regulation for fiscal year 2022 as well as presidential decrees concerning international cooperation."
